Farmers Market Nutrition Program (FMNP)

The Farmers Market Nutrition Program (FMNP) is a USDA-funded nutrition grant program administered by MDA in conjunction with the Maryland Department of Health (MDH) and the Maryland Department of Aging (MDAg). 

State agencies utilize funds to support participants in the Supplemental Nutrition Program for Women, Infants, and Children (WIC) and low-resource seniors who participate in the Senior Farmers Market Nutrition Program. Participants in both programs receive an annual benefit of either $30 for WIC recipients or $35 for Senior participants to purchase fresh fruits and vegetables at farmers' markets between June 1 and November 30. 

How to participate

  1. Visit the MDOneStop website to create your account and submit the Farmer Application Package. 
  2. In 2024, the S/FMNP transitioned from a check-based system to a digital system, using the Healthy Together app*. Please note that it is requir​ed for participating farmers to download the app in order to participate in the program and accept S/FMNP benefits. 
  3. MDA is looking to farmers and farmers markets to provide valuable input on this program's transition. Take this 2-minute survey to share your input!
  4. Once approved by MDH, MDA will send you an FMNP Farmer Handbook, FMNP posters, and pricing signs to use at your stand
  5. Download Healthy Together app and begin processing transactions

Maryland Farmers Market Conference 

​Every year in March, farmers market managers, direct marketing farmers, food access organizers, local food businesses, and food and agriculture professionals gather together during the annual Maryland Farmers Market Conference.

Off-site permit for breweries, distilleries and wineries

Under the Class 1, 3, 4, 5, 7, 8, 9 Manufacturing Licenses, state breweries, distilleries and wineries can apply for an Off-Site Permit (OSP), which allows them to attend any state farmers market to which they are invited, provided the market is listed in the Maryland Department of Agriculture’s Farmers Market Directory.  

Information about the OSP 

  • State craft alcohol manufacturers must have the OSP in order to attend a market.
  • Any market listed in the Department of Agriculture’s Farmers Market Directory may invite a craft alcohol manufacturer to participate. 
  • The OSP allows craft alcohol manufacturers to: 
    • Sample their products 
      • fluid ounce for each offering of wine 
      • 1 fluid ounce for each offering of beer 
      • 0.25 fluid ounce for each offering of liquor 
    • Sell products for on-site consumption (if the farmers market permits this) 
    • Sell products in sealed containers for customers to take home 
  • Breweries, distilleries and wineries (not market managers) must hold a state-approved alcohol server certification (STARS, TIPS, TAM, RAM) and at least one certified individual from the craft alcohol producer must be on site at the farmers market. 
  • There are no limits to the number of markets, or market days, a craft alcohol producer may attend. 
  • Craft alcohol manufacturers submit the paperwork the state Alcohol & Tobacco Commission to attend the farmers market. 
  • Craft alcohol manufacturer must report which markets they plan to attend by the 20th of the month prior to the date they attend the market. For example: if a craft alcohol manufacturer wishes to attend a July market date, they must report it by June 20th. Forms can be accessed through each state association.
